Step 1
This tutorial will show you how to do a fighter effect using Adobe Photoshop tools and effects, with only Photoshop without any other photo or something else.
Create a new document in Photoshop with a black background and draw a rectangle in a new layer. Right click on the new layer and choose Rasterize Layer. Use the Rectangular Marquee Tool (M) (find it in the Tools Tab) to delete an area like here:
Step 2
Apply the next effect to the new layer. Select Filter > Distort > Spherize with the next settings:

Apply the “Outer Glow Effect” choosing Layer > Layer Style > Outer Glow. Use the next settings when applying this effect:
Step 4
Select Filter > Distort > Twirl. Apply the next settings to the effect:
And here is an intermediary result:

Now apply the blur effect. Select for this Filter > Blur > Radial Blur and use the next settings to apply the effect:

Step 6
Change the color to the layer “background” to a dark blue and apply the “Color Overlay Effect” for the layer “Shape 1”. Use the next settings to apply the effect:

Use a picture in the center of the background and with a “Radial effect” and a little bit attention to details you can obtain a result like below (please check the “Racing Car” tutorial if you are not sure how to apply the “Radial Effect”):
